KEEP AMERICA BEAUTIFUL - FOUR PRESSURE POINTS FOR CHANGE

Attitudinal and behavior change can be brought about most effectively and efficiently at these pressure points. Using the Pressure Points for Change, develop program objectives to meet the defined needs in accordance with your organizational goals. Use the five-step Attitude Change Process to develop your goals and objectives.

THE FOUR PRESSURE POINTS FOR CHANGE:
- Education
- Technology
- Ordinance
- Enforcement

EDUCATION
Public attitudes and behavior about trash handling and perceptions about solid waste management are affected directly by education. Public education includes not only schools programs, but also training seminars, workshops, public relations programs, media campaigns and specific programs for containerizing litter at its sources. Civic clubs, Chambers of Commerce, businesses, government agencies all have programs or policies that impact on waste management and need continuous education.

TECHNOLOGY
The equipment available to manage waste and the opportunities to recycle have great effect on the amount of litter. Litter receptacles placed at high traffic areas are one example of effective technology. Others include street sweepers and sanitation collection vehicles. The condition and adequacy of this technology have impact, too. Community attitudes about handling waste will be changed more quickly and permanently if improvements are made in sanitation technology.

ORDINANCES
In every community, there are laws or ordinances which impact on how solid waste and litter are managed. Most likely, these provisions are throughout your city ordinances or state statutes. With the assistance of appropriate officials and agency heads, research and review your community’s solid waste codes. This will permit efficient use of the codes to set new expectations for the community's management of solid waste.

ENFORCEMENT
Consistent and effective enforcement of the solid waste codes will serve to change behavior and reinforce, for the entire community, its own commitment to cleanliness and beautification. Environmental courts are creating consistency in fines and sentencing of litter offenders. Peer pressure enforcement is also a key element in changing public behavior.
